Ottawa, Ontario, April 2, 2026-Further to the Canadian International Trade Tribunal's preliminary injury inquiry (PI-2025-009), the Tribunal today determined that the evidence does not disclose a reasonable indication that the dumping of certain oil and gas well casing from Austria (the subject goods) has caused injury to the domestic industry, but that there is evidence that discloses a reasonable indication that the dumping of the subject goods is threatening to cause injury to the domestic industry.
The Tribunal's inquiry was conducted pursuant to the Special Import Measures Act as a result of the initiation of a dumping investigation by the Canada Border Services Agency (CBSA) and a preliminary injury inquiry by the Tribunal. The CBSA will continue its investigation and, by May 1, 2026, will issue a preliminary determination.
The Tribunal is an independent quasijudicial body that reports to Parliament through the Minister of Finance. It hears cases on dumped and subsidized imports, safeguard complaints, complaints about federal government procurement and appeals of customs and excise tax rulings. When requested by the federal government, the Tribunal also provides advice on other economic, trade and tariff matters.
